"Looks like we figured it out... OS X 10.11.4 forces IPsec connections to DH Group 14. Our VPN was using a lower encryption group. Once that was changed to a higher level things worked appropriately."

"Thank you it works for me too but I had to set dhgrp to 14 also for phase 2.
So you need to "upgrade" dhgrp to 14 on both phase (1 and 2) configuration."

Saw a thread from users saying they were getting "Security Update 2016-002 can't be verified" when attempting to update via software update. Later post noted using the download installer (links above) worked. (With so many Apple updates released the same day it's not unusual to see problems with software update.)

(FYI: Users of Nvidia's web drivers know that new OS X updates (versions or build numbers) require updated Nvidia graphics drivers. (Some non-Mac EFI cards are not supported by default OS X drivers.) They usually appear first in Nvidia's driver prefs update check.) (If viewed on an incompatible older OS X version it will not show the latest version download. For example page loaded under OS X 10.6.8 shows iTunes 11.4 download. Disabling Javascript in browser will show latest, but then D/L button is not enabled.)

(App store page has "Compatibility: OS X 10.11.4 or later" and "OS X Server 5.1 requires OS X 10.11.4" (previous server versions can't run in 10.11.4), but doc on security fixes lists "Available for: OS X Yosemite v10.10.5 and later".) * Apple revised doc on security content to now show only for OS X 10.11.4.
