Safari 16.3.1 Update (again), this time it's version 16.3.1
After first boot with macOS 11.7.4 (M1 Mini, noted below), the automatic software update check showed "Safari 16.3.1 update" again. (I had already installed it on Feb. 13th.) But this time Safari actually shows version 16.3.1, and with a later build number (16614.4.6.11.7) than the Feb. 13th update. (I'm not running Monterey to see if it has another Safari 16.3.1 update.)
After this update in macOS 11.7.4, it appears the Icons for Favorites/Bookmarks are back.

As of March 16 revision (adding 4 more CVE's fixed), the article on Security fixes still doesn't show the above changes. (They did revise the article on Feb. 16 to correct the original build numbers typo, but it still says version 16.3, and doesn't have the .7 build update I noted above for macOS Big Sur. I assumed they would eventually correct that or create a new article for v16.3.1, but after a month & several article revisions still not showing the above changes, not sure they ever will.)

macOS Big Sur 11.7.4 Update (security fixes)
Info from what's new in macOS Big Sur updates for version 11.7.4:
"This update provides important security fixes and is recommended for all users."
Apple's Security Updates page says "This update has no published CVE entries".
(To get 11.7.4 instead of an Upgrade, check "Other Updates" in Software Update panel.)
If the update doesn't show, try checking from a Safe Mode boot.

M1 Mac mini updated to macOS 11.7.4 (from 11.7.3) using Safe Mode.
(M1 mini firmware still 8419.80.7 from 11.7.3.)
Software Update listed macOS 11.7.4 as 2.18 GB (from 11.7.3)
but the actual download was shown as 3.16 GB.

After first boot with macOS 11.7.4, software update shows "Safari 16.3.1 update" again, even though I'd already installed it on Feb. 13th. This time it shows version 16.3.1. See details above.
 
Safari 16.3 updated builds for macOS Monterey and Big Sur (important security fix)

Released via software update for Big Sur and macOS Monterey.
(Article below changed Feb 14th to say it's not 16.3.1 but version 16.3 with later build numbers.)
About Security fixes in Safari 16.3* lists 1 webkit CVE fixed (CVE-2023-23529).

(Info below added Feb. 14, with a typo (the 7 that I bolded) in both build numbers.)
* After installing this update, the build number for Safari 16.3 is 167614.4.6.11.6 on macOS Big Sur and 177614.4.6.11.6 on macOS Monterey."

(Version 16.3 update builds were 16614.4.6.11.6 for Big Sur & 17614.4.6.11.6 for Monterey.
Article revised again on Feb. 16 to correct the build numbers, but still shows v16.3.
However Feb 16th new Safari version 16.3.1 update has a later build number.

FYI: Installed "Safari 16.3.1 update" on an M1 Mini running macOS 11.7.3, but Safari still shows version 16.3. Rebooted, booted in Safe Mode - still shows v16.3, although Get Info on Safari app shows it was modified. I don't remember the original Safari 16.3 build number, but after the update it's shown as (16614.4.6.11.6, 16614) in macOS 11.7.3.
(Posts in Safari forum from Monterey users also said Safari 16.3.1 installed still shows v16.3.)
I'm guessing there will be a revision to the security update article to add a note about this with what the updated build number is for each OS.
Feb 14 Update: Apple revised the article to say it's still v16.3, with new build numbers.
Feb 15 Update: Installed macOS 11.7.4, & software update shows another Safari 16.3.1 update.

macOS Ventura 13.2.1 (bug and security fixes)
What's new in macOS Ventura has this note for 13.2.1:
"This update provides important bug fixes and security updates for your Mac."
About the security content of macOS Ventura 13.2.1 lists 3 CVEs fixed, including CVE-2023-23529 that "Apple is aware of a report that this issue may have been actively exploited".

You can check feedback in Apple's macOS Ventura discussion forum.
(Curious if this helps M2 mini owners that have Wi-Fi/Ethernet problems.
Some posted macOS 13.2.1 helped, but some others said they still have problems.)

HomePod Software Update 16.3.2
From the article about HomePod Software updates for version 16.3.2:
"This update addresses an issue where asking Siri to control smart home accessories may fail, and also includes general performance and stability improvements."
